It is time to bring the outsourced jobs from around the world back to America. Bringing jobs back to America will significantly increase confidence in the economy and the Stock Market while reducing the number of foreclosures and allow more people to purchase goods, including homes.
"The U.S. recession is wreaking havoc on yet another front: The Social Security trust fund. With unemployment rising, the payroll tax revenue that finances Social Security benefits for nearly 51 million retirees and other recipients is falling, according to a report from the Congressional Budget office. As a result, the trust fund's annual surplus is forecast to all but vanish next year - nearly a decade ahead of schedule." (Source 1) To retain Social Security benefits at the present level it is imperative to bring back jobs HOME to America.
There are over 1.6 Million outsourced call center jobs that can be brought back to the United States in Four (4) Months or less. These call center employees, who's work includes answering the phone and making calls on behalf of American Companies, are totally portable and very easy to move. (Source 2)
When these 1.6 Million outsourced call center jobs are moved back to America, these employees will not only pay Income Tax and Social Security Tax in the United States, this move will also reduce the unemployment rate and allow these employees to buy goods and purchase products in the United States aiding the much needed economic recovery of our Nation.
In thirty-five (35) States when people who are on Food Stamps need information or have a question, they call a designated phone number which is answered in India or Mexico. These thirty-five (35) States are contracted with J.P. Morgan Chase and/or e-Funds who in turn subcontract the call center work out to India (English speaking) and Mexico (Spanish speaking). The thirty-five (35) States are: Alabama, Alaska, Arizona, California, Connecticut, Delaware, Florida, Georgia, Hawaii, Idaho, Indiana, Kansas, Kentucky, Louisiana, Minnesota, Nebraska, New Hampshire, New Mexico, New York, North Carolina, North Dakota, Oregon, Pennsylvania, Rhode Island, South Carolina, South Dakota, Tennessee, Utah, Vermont, Washington, West Virginia and Wisconsin. It is time that State Taxpayers Stop employing people in India and Mexico who don't pay State taxes and don't purchase anything in the States which are employing them.
A Harris Poll found that 72% of the American people oppose using workers from India "in telephone centers to replace American workers in telephone call centers." Only 5% though this was a "good" idea. (Source 5)
The authority that will be used to bring these 1.6 Million outsourced call center jobs back to the United States would fall under National Security and Internal National Security. These two entities are the highest authorities that the Government has.
The Director of National Intelligence, the U.S. "Spy Chief," Mr. Dennis Blair, stated that, "The economic downturn is 'the primary near-term security concern' for this country." Mr. Blair also said, "the economic turmoil could ignite instability, making that the most urgent threat facing the United States." (Source 6)
Internal National Security is defined as, "The management of national finances free from economic problems that can lead to large scale public dissatisfaction with the government, and public disorder though protests." (Source 7)
There is a clear and definite historical authority under National Security and Internal National Security for President Obama to issue an Executive Order or for Congress to pass Legislation to bring back HOME to America the 1.6 Million call center jobs.
The following are examples of actions that the Federal Government has historically taken to protect National Security and Internal National Security. The overwhelming authority that the Federal Government has used, shown in the examples below, definitely proves that the Federal Government has the authority to bring HOME to America the 1.6 Million call center jobs.
(1) Under National Security, the United States presently has "Sanctions" imposed on the following Countries: Balkans, Burma, Ivory Coast, Republic of the Congo, Iran, North Korea, Sudan, Syria and Zimbabwe. (Source 8)
(2) Under National Security, President Roosevelt authorized Executive Order 9066, for the forcible relocation and internment of Japanese nationals and Japanese Americans during World War Two. (Source 9)
(3) Under National Security President George W. Bush signed the National Security and Homeland Security Presidential Directive with the dual designation of NSPD-51 as a National Security Presidential Directive, and HSPD-20, as a Homeland Security Presidential Directive. This Directive, signed on May 4, 2007, "Granted near dictatorial powers to the office of the president in the event of a national emergency declared by the president." (Source 10)
Outsourcing jobs is destroying this Countries economic base and threatening our Internal National Security. How many jobs could be lost to outsourcing overseas?
A 2008 Harvard Business School Study concluded that, "Between 21% and 42% of U.S. jobs are potentially offshorable. The Harvard study estimated that 25.2 million to 31.8 million jobs could potentially be moved overseas." (Source 11)
In a singular example, "An online newspaper, California's Pasadena Now, hires workers in India to cover the local news. No, that is not a misprint. Reporters send their notes and background information to India, where six writers crank out copy." (Source 12)
Senator John Kerry has called, "companies and chief executives 'Benedict Arnolds' if they move jobs and operations overseas to avoid paying U.S. taxes." (Source 13)
Patriotism is bringing jobs back HOME to the United States.
The Coalition for National Referendum's detailed proposal for bringing 1.6 Million outsourced call center jobs back HOME to America is:
(1) ALL 1.6 Million outsourced call center jobs will be brought back HOME to America within four (4) Months.
(2) At present the Federal Government does NOT have records on how many call center jobs are outsourced to other Countries by American Companies. (Source 14)
Therefore it should immediately be required that within thirty (30) days ALL American Companies that have outsourced call center jobs to other Counties, and 35 State Agencies which have done likewise, report the number of outsourced call center jobs to the United States Department of Labor.
(3) A tax credit will be given by the Federal Government to American Companies and 35 State Agencies for ALL call center jobs brought back HOME to the United States.
The Tax Credit will NOT cost the American taxpayers anything. Reasons for this include:
(a) The 1.6 Million people that will be working in the United States will pay Federal, State and Local taxes.
(b) The 1.6 Million people that will be working in the United States will not be collecting unemployment insurance nor will they need other Government assistance.
